Choosing an Pure Accessible CMS

A fully functional, accessible and usable CMS to authors who have basic skill level and knowledge of using CMS, but no fluency with markup languages like HTML. A CMS which can be recommend as an pure accessible Web content management solution for community/disability groups, charities and others. So it is technically accessible but also it is easy and pleasant to use.
